DESCRIPTION OF REQUIREMENTS

UNECA  wishes to enter into a Long Term Agreement with (a) qualified vendor(s) for the provision of Emergency Ground Ambulance services.

The United Nations Health Care Center (UNHCC) provides medical services to more than 10,000 staff members and their eligible dependents living and working within Ethiopia. Even though the Health Care Center has its own ground ambulance, there is a need to contract external vendors for support during times of mass causality incidents ormultiple emergencies or when staff working in sub offices cannot be airlifted due to the nature of their medical condition etc. Emergency needs for ground ambulance services can occur 1.within Addis Ababa, 2.from remote locations up to 100 KM from AddisAbaba to the capital, as well as  3. from Addis Ababa or remote locations to the airport for Air ambulance evacuation to another country.The ground ambulance services can be provided upon receipt of an Official UNHCC Request or a UN staff personal request.

The successful Proposer(s) will be contracted for an initial term of three (3) years with the option of ayearly extension upon satisfactory performance not exceeding a total contract period of five (5) years.

SCOPE OF THE REQUIREMENT. Interested service providers will be invited to bid for all/any of the following services:

I. Medical evacuation within Ethiopia: The ground ambulance services within Ethiopia will involve: 1. the movement of critical patients from Addis Ababa to health facilities or 2. from any remote duty station within a 100 km radius of Addis Ababa, to Addis Ababa for immediate stabilization and further management.

II. Medical evacuation to the Airport: The ground ambulance service might be needed to transport patients from different locations in and outside of Addis including from hospitals in Addis Ababa to the airport for cases requiring further treatment abroad using either commercial flight or air ambulance. Any vendor applying as service provider for this service must have a standby procedure with the Ministryof Foreign Affairs that permits the said vendor to have access to local Airports and operate within the country or clearly state the limits to which the services can extend to.

Vendors who express their interest will be invited to participate in the subsequent bid.

UNECA is precluded from entering into a contract with vendor that is not fully registered with United Nations Global Market place (UNGM) and did not obtained UN Global Market Place (UNGM) Vendor ID Number. Thus, only those vendors who are registered or provisionally registered or have started their registration process in UNGM will be eligible to receive the solicitation documen-RFP. Interested vendors who fullfill the above requirements are required to submit the completed Vendor Response Form through the above mentioned e-mail addresses on or before 27  November 2019.

SPECIFIC REQUIREMENTS / INFORMATION (IF ANY)

1.Terms of References for the entire contract period will be provided in the solicitation docudocument.

2. Proposers must have at least3 years of experience in the provision of ground Ambulance services.

3. At minimum, Proposers must have experience in providing the following services: • Pedriatic• Adult Emergency Services • ABCDE of life • Trauma Care • Delivery attending personnel • Pain management • Basic emergency medical care [Oxygen administration, monitoring of vital signs Fluid administration] • Advanced airway management and Ventilation • Cardiac monitoring, defibrillation and pacing • Chest decompression • Intraosseous line

4. At minimum, Proposers’ Ambulance should be equipped with the following medical equipment and consumables.

Equipment &Consumables • Ventilator • Oxygen cylinder (2) with masks and nasal cannula • Suction machine with suction catheters • Cardiac Monitor/AED (functional and personnel trained to use them) • intubation kit • Airway [Oral and Naso pharyngeal*] • Ambubag* (should have adult and pediatric size)

 Immobilization Devices • Hard Cervical Collar [ large ,medium and small] • Arm and leg Splint (should have adult and pediatric size)

 Hemorrhage Control/Trauma kit • Cotton Roll • Elastic Bandage small, medium & large • Roll Bandage (Gauze Bandage)18cm x 5cm • Triangular Bandage • Sterile Gauze 10 x 10 • Adhesive Plaster • Scissors • Arterial Tourniquet

Obstetrical Kit • Kit (separate sterile kit) sterile scissors • Towels Large sterile gloves • sterilegauze pads • clamps for cord • bulb suction • Container for carrying placenta • blanket small and Large • Oxytocin/ergometrine

Infection Prevention and Control supplies • goggles • face shield/Mask e.g., N95 or N100 • Gloves non sterile/disposable • overallsor gowns • Standard sharps containers • disposable trash bags/Basket

Diagnostic and Miscellaneous • Diagnostic Set [BP Apparatus, Stethoscope, pulse oximeter, Thermometer, flash light] • Bedding [Linen, Pillows, Towels] • NGT &Folly catheter • Cannula of Diff. Size (16-24) • Syringe with needle 5ml &10ml

5. Any vendor applying for transfer services to the airport must have a standby procedure with the Ministry of Foreign Affairs that permits the said vendor to have access to local Airports and operate within the country or clearly state the limits to which the services can extend to.
