REQUEST FOR PROPOSAL: RFP Reference # PSI/010/2023

RPF TITLE: CALL FOR RESEARCH PROPOSALS

WASH Sector Financing, Institutional Capacity Development,

Private Sector Engagement, Regulation and Accountability

Population Services International (PSI) is an international non-profit organization based in Washington, D.C., that harnesses the vitality of the private sector to address the health problems of low-income and vulnerable populations in Ethiopia and other countries. PSI Ethiopia works with both the private and public sector in HIV/AIDS prevention and Treatment, Sexual and Reproductive Health, Non-Communicable Diseases and Water, Sanitation & Hygiene (WASH).

With USAID support, Transform WASH in collaboration with the Water and Energy Sector Working Group (WESWG) and National WASH Coordination Office (NWCO) have a plan to expand the evidence base and dissemination of WASH knowledge through engagement of universities and professional associations, all of which can play a vital role in advancing local, quality learning practices. This initiative is designed to identify researchable areas on WASH Sector Financing, Institutional Capacity Development, Private Sector Engagement, and Regulation and Accountability related themes that inform advocacy for changes in policies, implementation practices and creation of enabling environments to sustain and scale WASH services. The initiative will help to institutionalize sector learning and knowledge management capacity within relevant organization/ institute so that learning, advocacy, and adaptation are sustained far into the future.

Accordingly, PSI Ethiopia hereby invites all eligible and qualified institutions (Universities, Professional Associations, Institutions) to participate in-and-respond to this RFP through submission of a cover/motivation letter, a company profile, a technical proposal, a financial proposal, and documents of eligibility.

Interested applicants can submit proposal(s) in response to all thematic areas or preferred thematic area(s) that best suits their qualification and experience. All qualified organizations have a fair opportunity to submit applications. Applicants should:

  • Be legally recognized & registered organization: valid registration documents & statutes
  • Demonstrate experience undertaking WASH activities
  • Demonstrate experience in mass education approaches and awareness campaigns
  • Have been active for the last 12 months
  • Be directly responsible for preparation and management of the project, not acting as intermediary or consultant
  • Not be affiliated with a political party nor engaged in any political activities

Evaluation Process and Method: Applicants and proposals submitted will be evaluated against the criteria listed below (non-exhaustive):

  • Bidder’s eligibility
  • Bid Responsiveness – proposals’ completeness
  • Generic experience in Water and Sanitation, Hygiene (WASH)
  • Specific experience with respect to thematic area(s)
  • Approach and methodology
  • Team mix and composition
  • Feasibility Plan (project, technical, time, finance)
  • Financial competitiveness
  • Post-qualification criteria
