SAVE THE CHILDREN INTERNATIONAL (SCI, Ethiopia) is the world’s leading independent non-profit organization for children intends to enter an agreement with consulting firms for the assignment called Statutory audit service for two years 2023 and 2024 budget years.

The SCI Ethiopia invites potential and competent audit firms that have relevant experience in the area of financial auditing to submit their proposal to provide the requested service for a period of two years’ service, with possibility of one more year extension upon satisfactory performance and agreement of both parties (SCI and the service provider). The detail criteria is included in the bid document.

Scope of the Assignment include:

The audit should been carried out in accordance with International Standard of Auditing (ISA) and will include such tests and controls, as the auditor considers necessary under the circumstances. As part of the audit testing procedures, particular attention should been paid to the following areas:

1. Compliance with applicable legislation – Verify that the transactions comply in all material respects with any applicable legislation. The purpose is to ensure statutory compliance of Ethiopia.

• System of internal controls – Assessment of the adequacy and effectiveness of the accounting and overall internal control systems to monitor expenditures at all levels of the Programme and including special attention to the adequacy and effectiveness of controls around cash transactions.

• Grant expenditures – Verify that funds received has spent in conformity with the approved budget and work plan and in line with provisions of the Grant Agreement, and only for the purposes for which the funds has provided.

• Safeguarding of assets – Verify that Save the Children International put in place mechanisms for the tracking and safeguarding of assets purchased with grant funds and that they are being used for the intended purposes.

• Disbursements to sub-grantees – Verify that disbursements made by Save the Children International to sub-grantees during the audit period are in line with the sub-grant agreements and the approved work plan and budget.

Guidance on submission of Proposals:

 The following instructions need to be followed when submitting proposals:

• Both technical and financial proposals should be submitted in a hardcopy within the stated deadline.
• A cover letter expressing interest in the services and briefly stating which package is being applied for. (Maximum 2 pages)
• Company profile and Organizational Structure should be included in the proposal

Potential audit firms may obtain the RFP documents from October 30, 2023 up to November 20, 2023 during working hours.

• Company profile listing the bidders’ address, branches, structure, resources……etc.
• Technical and Financial Proposal

Save the Children Procurement Committee will open tender responses on November 20, 2023.

SCI reserves the right to accept or reject this bid, in partial, or in its entirety.
