Geographic Information Systems (GIS) Specialist

A) About FSSP Ethiopia – WUSC

The FSSP in Ethiopia is a Global Affairs Canada (GAC) project managed by the World University Service of Canada (WUSC). WUSC is a Canadian international development organization with a mission of fostering human development and global understanding through education and training. Aligned to GAC’s policy on aid effectiveness, the FSSP actively supports GAC’s development commitments in Ethiopia and assists in reaching quality results.

FSSP Ethiopia is responsible for the provision of a range of technical and logistical services. Provision of these services help support effectiveness, efficiency, quality, and relevance of Canada’s support in responding to Ethiopia’s development challenges. Canada aligned its development programming to Ethiopia’s development needs as outlined in the Country’s Ten-Year Development Plan as well as GAC’s development policies and priorities. The FSSP actively supports GAC’s development commitments in Ethiopia and assists in reaching quality results. The project also provides specific Ethiopian knowledge and expertise that offers GAC insights and appreciation for local development issues to inform the design of impactful and comprehensive development strategies. The FSSP also provides administrative and logistical services to support GAC’s project delivery and oversight. The FSSP is aligned with GAC’s policy on aid effectiveness which is a policy aimed at delivering aid in a way that maximizes its impact on development. To this end, the FSSP Ethiopia supports key elements of GAC’s commitment to aid effectiveness, including efficiency, alignment, and risk management.  

FSSP Ethiopia would like to recruit a consultant for a Geographic Information Systems (GIS) Specialist position.

Technical proposal includes:

• A statement of intent, CV, and a minimum of 3 professional references.
• Clearly stated technical qualifications, expertise, skills, and relevant experience. The candidate must provide complete details on where, when, and how the stated qualifications or experience were obtained (via which activities and responsibilities). To demonstrate when experience was obtained, the candidate must specify the length of such experience, including the start and end dates.

Financial proposal should:

• State the expected all-inclusive daily fee, with supporting evidence of previously established daily rates.

The candidate must be legally and operationally in a position to contract and provide consulting services in Ethiopia. International applicants are welcome to apply; support can be provided to fulfill all requirements to work in Ethiopia.

The technical proposal will be scored on the statement of intent, CV, and interview and worth 40%. The financial proposal will be worth 30%, and the interviews, 30%.

CONSULTANCY TERMS OF REFERENCE

These terms of reference set out the objectives and scope of work for this consultancy, as well as the duties and responsibilities of the Consultant.

Background and Objective

Global Affairs Canada (GAC) in Ethiopia and the Field Support Services Project Ethiopia are seeking the technical assistance and expertise of a GIS Specialist. Following the conflict that broke out northern Ethiopia in November of 2020, the broader political and humanitarian landscape in Ethiopia has shifted significantly, thereby affecting all GAC-funded initiatives now and in the immediate future. As a result, GAC is designing and plans to implement a conflict sensitivity assessment methodology, among other related pertinent activities, for all their existing and planned projects and programs. The development of conflict maps and GAC project maps is integral to this ongoing initiative and will support GAC’s programming endeavors amidst evolving circumstances.

Scope of work and Level of Effort (LoE)

The GIS Technical Specialist will be developing project maps that display GAC Ethiopia’s programming footprint across the country. The TS will also develop conflict maps that presents conflict areas and key actors in Ethiopia. The TS will be working under the supervision of the FSSP Project Manager and in close coordination with GAC Ethiopia’s Project Team Leader.

Activities for this work include, but are not limited to:

• Identify and connect with the project team leader at GAC.
• Maintain and update GAC projects profiles master datasheet on shared google drive
• Consult and collaborate with the GAC Conflict Sensitivity PTL and technical specialist to understand the framework for the status of data collection, and validate the necessary data as it becomes available.
• Consult and collaborate with the FSSP Communications Specialist to understand the templates for the products (project overview maps, project location map, thematic project maps, regional project maps…) and finalize the mapping formats that are best suited to them.
• Consult with relevant FSSP colleagues to draft, finalize and update an individual work plan that complements relevant activity and expected deliverables.
• Consult and collaborate with relevant FSSP colleagues to update and produce additional mapping products as required.
• Receive and/or collect the required data from different sources (FSSP colleagues, accredited sources online, GAC, and others).
• Process and clean data (integration of data with GIS software and files). The TS is expected to use their own computer and GIS software for processing the GIS data and producing maps.
• When necessary, develop interactive web maps.
• Write progress reports and project handover report.
• If necessary, prepare a user manual/guide to facilitate utilization of the maps.
• Undertake related tasks as assigned by the Project Manager

The GIS Technical Specialist (TS) will support GAC and the FSSP for a maximum of 60 days between June 1, 2024, and September 1, 2024.

Required Technical Specialist Background and Experience

• A Bachelor’s or Master’s degree in the relevant subject area(s), preferably Geography, Geographic Information Systems (GIS), Cartography, Remote Sensing or a related field, or equivalent professional experience.
• A minimum of 5 years’ experience and demonstrated results in programmatic and technical mapping working across sectors or disciplines with government and international institutions is highly desired.
• Proficiency in GIS software such as ArcGIS, QGIS, or other relevant mapping tools
• Strong understanding of spatial analysis techniques, data modeling, and database management.
• Demonstrated experience in designing and implementing GIS projects from start to finish.
• Proven track record of creating high-quality maps and cartographic products for different purposes (e.g., thematic maps, conflict maps, etc.).
• Proven ability to collect, process, analyze, and visualize data.
