 Ethiopian Lottery Service የኢትዮጵያ ሎተሪ አገልግሎት Expression of Interest (EOI) – Lottery Operations The Ethiopian Lottery Service (ELS), the Ethiopian exclusive lottery operator, wants to partner with an experienced and reputable partner in Digital Transformation. We have an exciting plan in terms of transforming our lottery services into a digital business, progressively changing the way we deliver value to customers and enabling us to reach new audiences; while increasing operational efficiency by promoting responsible play. Goals of the Digital Transformation Lottery Product Digitization: A system to convert existing lottery games so that players can play lotteries using different platforms. Innovative Games: Design and develop accessible and inclusive games informed by research and development. Better Customer Engagement: Use digital tools to communicate with the customers in a more relatable and interactive way. Improved Insights: Use advanced data analytics to drive decision-making and optimize game features, in order better understand the target market. Operational Efficiency: Digitalize inefficiencies in the back office by automating manual tasks such as financial transactions, auditing and preparing reports. Security and Compliance: The digital platform should conform to standards of security and compliance to local and international regulations. Expand accessibility: Ensure that potential customers can access our products no matter where they are. Scope of Work We are looking for a Partner capable of rendering end-to-end services in Digital Transformation, some examples include but not limited to: Development and integration of Platforms: a user-friendly, scalable, secure digital lottery platform from the ground up. Aftercare and Maintenance: Regular technical assistance/maintenance to keep the endurance of success with Digital Transformation. Training and Change Management: Provide training to our staff on the new systems and support change management efforts to ensure smooth adoption. Analysis & Strategy: Detailed assessment of current systems and a strategic roadmap for digital transformation. 1 |
| Submission Requirements Those interested in this partnership should submit the following: – Company profile, including relevant experience and expertise. Invitation is exclusively extended to firms, which may participate individually or as part of a joint venture or partnership. Individual applications will not be considered. Detailed overview of applicable experience especially within the lotteries or similar sectors if any. A detailed explanation of the organizational experience (firm level experience) Financial statements/evidence of financial stability and capacity to invest in the proposed partnership. Staff/Personnel experience. High level/indicative areas of Proposed partnership, approaches, types of products and services Etc. Details of previous projects or partnerships in the digital lottery or related fields. Any other relevant information that supports the application.
