Japan-Chad Foreign Ministers’ Meeting

On August 23, commencing at 3:35 p.m. for approximately 25 minutes, Ms. KAMIKAWA Yoko, Minister for Foreign Affairs of Japan, held a meeting with H.E. Mr. Abderaman Koulamallah, Minister of State, Minister of Foreign Affairs, African Integration, Chadians Abroad and International Cooperation of the Republic of Chad who is visiting Japan to participate in the Tokyo International Conference on African Development (TICAD) Ministerial Meeting. The overview of the meeting is as follows.

At the outset, Minister Kamikawa welcomed that the presidential election, which constitutes an important process for the democratic transition in Chad, was conducted in a generally peaceful manner, and expected that the transition process will advance forward through the parliamentary elections to be held this year.
Minister Kamikawa paid tribute to Minister Koulamallah for Chad’s significant role in regional peace and stability, including hosting Sudanese refugees and other displaced persons, who total more than 10% of the country’s population, and expressed Japan’s intention to continue providing cooperation for Chad. In response, Minister Koulamallah explained the situation in the country, including refugees, from the perspectives of WPS, expressed gratitude for Japan’s support, and expressed expectations for further strengthening bilateral relations through the establishment of an honorary consulate.
The two ministers confirmed the further deepening of Japan-Chad relations toward TICAD 9 next year.
The two ministers also exchanged views on cooperation in the international arena, including Security Council reform, the situation in Ukraine and North Korea, including the abductions issue.

Japan-Senegal Foreign Ministers’ Meeting

On August 23, commencing at 3:05 p.m. for approximately 20 minutes, Ms. KAMIKAWA Yoko, Minister for Foreign Affairs of Japan, held a meeting with H.E. Ms. Yassine Fall, Minister of African Integration and Foreign Affairs of the Republic of Senegal who is visiting Japan to participate in the Tokyo International Conference on African Development (TICAD) Ministerial Meeting. The overview of the meeting is as follows.

At the outset, Minister Kamikawa stated that Japan and Senegal share fundamental values and principles, such as democracy and the rule of law, and that Japan would like to deepen its relationship as strategically important partners with Senegal, where the democratic transition of power has taken root and which serves as a stabilizing force in the region. In response, Minister Fall expressed gratitude for Japan’s cooperation so far and an intention to strengthen bilateral relations, starting with cooperation in the economic field including further expansion of the private sector, and taking advantage of Osaka-Kansai Expo next year.
The two ministers welcomed advances in cooperation for decarbonization, including the holding of the first meeting of the Joint Committee of the Joint Crediting Mechanism (JCM), between Japan and Senegal. In addition, the two ministers confirmed the strengthening of the bilateral cooperative relationship in wide-ranging areas of people-to-people exchanges, including culture and sports.
The two ministers confirmed the further deepening of Japan-Senegal relations toward TICAD 9 next year.
The two ministers also exchanged views on cooperation in the international arena, including Security Council reform, North Korea, including the abductions issue.

Japan-Ghana Foreign Minister’s Meeting

On August 23, commencing at 2:40 p.m. for approximately 20 minutes, Ms. KAMIKAWA Yoko, Minister for Foreign Affairs of Japan, held a meeting with Hon. Ms. Shirley Ayorkor BOTCHWEY, Minister for Foreign Affairs and Regional Integration of the Republic of Ghana who is visiting Japan to participate in the Tokyo International Conference on African Development (TICAD) Ministerial Meeting. The overview of the talk is as follows.

At the outset, Minister Kamikawa stated that Ghana is an important partner for Japan, serving as a hub for cooperation in areas such as business, health, and peacebuilding in West Africa and collaborating with Japan last year as a non-permanent member of the United Nations Security Council. In response, Minister Botchwey expressed his gratitude for the support from Japan and his high evaluation of Women, Peace and Security (WPS) initiatives by Minister Kamikawa.
Minister Kamikawa stated to Minister Botchwey that Japan would like to coordinate with Ghana in solving regional and global challenges, including promoting WPS and stabilizing the Sahel region and the coastal countries of the Gulf of Guinea. The two ministers concurred to further strengthen economic relations including economic relations, and cooperation in regional and international arenas.

Japan-Central African Republic Foreign Ministers’ Meeting

On August 23, commencing at 2:08 p.m., Ms. KAMIKAWA Yoko, Minister for Foreign Affairs of Japan, held a meeting with H.E. Ms. Sylvie Baïpo-Temon, Minister of Foreign Affairs, the Francophonie and Central Africans Abroad of the Central African Republic, for approximately 20 minutes. The overview of the talk is as follows.

At the outset, Minister Kamikawa expressed her appreciation for the Central African Republic’s efforts to advance the domestic peace process, and expressed her expectations for peaceful local elections to be held.
Minister Kamikawa conveyed to Minister Baïpo-Temon that Japan intends to continue its cooperation for the stabilization of the Central African Republic, noting that its stability is essential for the stability and regional integration of Central Africa. In response, Minister Baïpo-Temon explained the regional situation and the reforms that Central Africa is undertaking, and expressed gratitude for Japan’s support.

The two ministers confirmed the further deepening of Japan-Central African Republic relations toward TICAD 9 next year.
