Implementing Partner for Tourism Business to Business Linkage Destinations: Eight Selected Destinations in Oromia Regional State Application Deadline: September 9, 2021.

1. BACKGROUND

The Mastercard Foundation, under its Young Africa Works – Ethiopia strategy, is supporting the Government of Ethiopia through the BRIDGES Programme, which envisages supporting the creation of close to 600,000 jobs for young people (80% women), and 15,000 micro, small, and medium enterprises (MSMEs). First Consult is the implementing partner of the programme, in collaboration with the FDRE Jobs Creation Commission (JCC).

The BRIDGES Programme is a five-year youth job creation initiative addressing fundamental, immediate, and complementary challenges to unlock the potential for job creation within industrial parks (IPs), as well as outside the IPs, including micro, small, and medium Enterprises (MSMEs). As such, BRIDGES also plans to train 300,000 unemployed young men and women through industrial park job creation initiatives, and market linkage between industrial parks and MSMEs.

Tourism is one of the major industries that contributes to economic development in many ways. The sector has huge potential in terms of forex earning, employment creation and business to business linkages. However, many factors hindered the sector’s contribution to the local economy; the major constraints are under development of the destinations, limited linkage between actors in the sector, poor coordination between stakeholders, limited products, lack of skilled manpower, limited access to finance and so on.

BRIDGES programme in partnership with the Oromia Tourism Commission will be working on selected eight tourist destinations in order to develop the sites as well as creating income making activities for the local youth in each selected area. The project categorizes the destinations into two. (1) Destinations that require low investment to better serve tourists as well as sustain new businesses around (2) Destinations that require infrastructure investment in order to attract and serve tourists as well as sustain businesses around.

    1. The sites that will be developed using the first approach are 1) Bishan Guracha, (2) Yerer/Erer mountain, (3) Menagesha Suba, (4) Arsi Mountains National Park- Dhera Dilfekar Block, (5) Sof Omar Cave and (6) Borana National
    2. Dembel Lake and Abijata & Shala lakes National Park will follow the second

 

2.  PURPOSE

The purpose of this assignment is to select a service provider with the capacity to support 91 existing and new Small and Medium Enterprises (SMEs) working in the eight selected tourist destinations. The support will be a mix of business development and entrepreneurship training, facilitating access to finance in partnership with financial service providers, providing Technical Assistance depending on the specific service SMEs are engaged in.

SMEs will highly likely be engaged in services such as boating service, fishing service, canteen service, camping service, equestrian Camp/horse riding, hiking guide, conservation related jobs, landscaping, cleaning, scouting, seedling nursery development, tour guide, and souvenir shops, hot spring water service and others as maybe appropriate for each site.

3. SCOPE OF WORK

  • Technical training for 28 SMEs in eight destination
  • Develop simple design for construction of shade using locally available materials

Tour Guide

  • Organize new SMEs
  • Provide training on Tour guide for existing & newly organized SMEs in eight sites

Souvenir

  • Technical assistance on production of souvenir products – 14 SMEs
  • Support SMEs to construct simple sells shops
  • Create market linkage for souvenir producers

Boating

  • Provide boating training for SMEs in Batu, Bishan Guracha, Sofamar and Abijata Shala National Park (up to 100 youth)

Camping

  • Provide technical assistance on camping service in all the eight destinations- 13 SMEs

Scouting

  • Provide technical assistance on scouting service in eight destinations
 

9

 

Hot Spring Water

  • Design innovate way of providing the service at Abijata – Shala National Park / develop the infrastructure in a simple & cost effective way

Landscaping

  • Provide landscaping technical support to develop infrastructure around Dembe Lake
  • Liaison with the government to cost share

Equestrian /    Horse riding
  • Support SME to construct camp – Erer Mountain ( 1 SME)
  • Identify materials needed to start the service

Car washing & shower
  • Organize and provide technical training for SMEs (2SME)
 

13

Seedling production
  • Technical support in seedling production & marketing (4 SMEs)
 

14

Conservation related Jobs
  • Identify and support conservation related jobs such as beekeeping, improved stove production, etc( 16 SMEs)

4. FIRM QUALIFICATION

The ideal firm applying needs:

    • To have a strong understanding and experience in tourism sector;
    • To have strong experience working with both private sector and government ;
    • Strong capability to provide Business Development Services;
    • Experience in working in partnership with other business in order to deliver on an assignment ;
    • To have strong program coordination and communication skills;
    • Fluency in Afaan Oromo is required

5. IMPLEMENTATION PERIOD AND LOCATION

From September 2021 to February 2023

6. WORKING ARRANGEMENT

The firm will directly report to FC/BRIDGES Intervention Manager with some communication to the Oromia Tourism Commission.

7. BUDGET

The firm is expected to propose a daily rate for the team members and related accommodation and travel expenses.

NB:

    • We do not pay per diem for all trainings except minor refreshment costs such as water & hot drinks
    • The partner shall use government facility for trainings & no cost related to venue / conference hall is accepted
    • Budget should be indicated in ETB including
    • All costs must be detailed such as daily rates and all other necessary Lump sum Budgets will not be considered.

8. EVALUATION:

BRIDGES will review the submitted proposals in accordance with the specific qualification and experience requirements and specific tasks stated above. Applicants should clearly indicate their experience and previous engagements in line with the specific requirements listed as well as CVs of their team members.

 

9. APPLICATION PROCESS
